The same South Carolina representative who recently made headlines with a proposed vibrator ban is at it again. Now he wants to ship sex offenders and drug users to foreign lands for detention.
Ralph "The Vibrator Hater" Davenport, Jr, a republican from the South Carolina's 37trh district has a bill in the works that would allow the state's Department of Corrections to "Notwithstanding another provision of law ... enter into agreements with foreign countries for the confinement of inmates convicted of drug related offenses or offenses related to the sexual abuse of children."
As Julian Sanchez of Reason notes, the most likely "provision of law" that would make this illegal would be Artcile 1, Section 10 of the U.S. Constitution:
No State shall, without the Consent of Congress ... enter into any Agreement or Compact with another State, or with a foreign Power ...
Why Davenport wants to go to such trouble is strange considering the horrorfying conditions that can be found at any number of U.S.-run prisons from Guantanamo to Abu Ghraib to unknown hellholes across Europe.
Or maybe he could just ask Halliburton to open the concentration camps early.
